The Town of Hanover has initiated a Schedule C Municipal Class Environmental Assessment (Class EA) to identify an approach to manage future wastewater flows.
In 2021, the Town of Hanover completed a municipal service needs assessment for the Town’s Special Policy Areas (SPAs) within the current municipal boundary and Potential Expansion Areas (PEAs) beyond the municipal boundary. The assessment confirmed the need to upgrade or expand the treatment plant. The current wastewater flow into the plant has reached 85% of the plant’s rated capacity. This EA will select a preferred alternative to increase the capacity to accommodate existing flows, allowing for existing non-serviced areas to be serviced and allow future growth of Hanover to year 2052.
This study will be completed in accordance with the planning and design process for ‘Schedule C’ projects as outlined in the Municipal Class EA document (as amended in 2007, 2011, 2015, & 2023) which is approved under the Ontario Environmental Assessment Act. As part of this study, a series of alternative solutions will be developed and evaluated against a broad range of criteria, potential effects to the environment will be assessed, a recommended solution will be determined, and reasonable measures to reduce or avoid adverse effects to the environment will be identified. In addition, an Environmental Study Report (ESR) will be filed for public review and will document the planning and decision-making process.
Consultation is a key component of the Class EA process. Additional information will be made available once alternatives have been identified and evaluated. Total of two Public Information Centres (PICs) will be held to present and obtain feedback during different phases of study. Notifications of PIC will be published in local newspapers, posted to the Town’s website, and issued to those who have expressed an interest in the study.
