Town of Hanover
Schedule ‘C’ Class Environmental Assessment
Wastewater Treatment Plant Upgrades
Notice of Completion
Project Background
The Town of Hanover is undertaking a Municipal Class Environmental Assessment (Class EA) to identify the preferred design alternative for wastewater servicing of existing urban residents and businesses, as well as to accommodate future growth. A Municipal Servicing Needs Assessment completed in 2021 identified that the Hanover Wastewater Treatment Plant (HWWTP) had reached 80%–85% of its capacity.
Process
This Class EA is following the planning and design process for Schedule ‘C’ projects as described in the Municipal Class Environmental Assessment Document (October 2000 as amended in 2007, 2011, 2015 & 2023), published by the Municipal Engineers Association.
Recommendation
The recommendation from this Class EA is to expand the existing wastewater treatment plant onto the land adjacent to the current facility using a phased approach. The proposed upgrades will include the construction of a new headworks building, primary treatment, secondary treatment, tertiary treatment, UV disinfection, anaerobic biosolids treatment, and additional biosolids storage.
The study process and recommendations are documented in the Environmental Study Report. The report will be available on the Town’s website for a 30-day public review period beginning on November 27, 2025, at:
