The Municipality of West Grey (West Grey) and the Corporation of the Town of Hanover (Hanover) are working together to build communities for the future. The municipalities are considering the expansion of the Hanover boundary into West Grey with Hanover providing West Grey financial compensation in the amount of $10 million, paid over a period of 20 years.
These discussions have taken place to support the region’s need to responsibly plan for growth, support the province’s goal of building more homes and creating more employment opportunities, and provide long-term, lasting legacy for ratepayers in both municipalities. The proposed boundary adjustment offers clear benefits and will encourage investment into the region, which will create more assessment, more homes, and more employment opportunities.
The Proposal

The proposed expansion of the Hanover boundary would see the transfer of approximately 1,600 acres of land in West Grey, adjacent to Hanover, transferred to the Town. In exchange for these lands, Hanover will make a cash payment of $10 million over 20 years ($500,000 per year) to West Grey. Following the proposed adjustment, Hanover will be responsible for the necessary investments to bring servicing and utilities to the newly acquired lands.
Highlighted in purple on the map below are the ‘mutual prosperity lands’ that are being considered for the boundary expansion. This includes the following lots: Lots 1 to 10, Concession 3 NDR, Part lots 11 to 13, Concession 2 NDR, Part lots 16 to 19, Concession 1 NDR, Part lots 8 to 11, Concession 1 SDR, Lots 12 to 17, Concession 1 SDR and Lots 9 to 17, Concession 2 SDR, Geographic Township of Bentinck.

Next Steps
Following the public meeting and commenting period, each municipal Council will review the comments and consider a draft boundary adjustment agreement that will be prepared and presented to the respective Councils by December 31, 2025. Following the municipal decisions, any boundary adjustment proposal would require the final approval of the Ontario Minister of Municipal Affairs and Housing.
If approved by the Ministry, West Grey’s zoning by-law will continue to apply until Hanover completes official plan and zoning by-law updates to include the expanded boundary lands. Zoning on the lands will not change until Grey County and Hanover update their official plan policies. These changes will require further public consultation, including public meetings and the ability to provide comments.
